ABS: Standard vs. Optional, GM Gives the Final Breakdown

In the previous edition of the ARI Purchasing News (issue #207 dated April 15, 2002); we advised clients that GM would be eliminating standard ABS on most 2003 models. In a revised statement GM said it now plans to remove standard ABS from fewer vehicles than it initially reported.

GM sources said that antilock brakes will remain standard on 82 percent of its 2003 lineup. For the 2002MY, GM offered standard ABS on 90 percent of its models. The automaker said it would continue to offer optional ABS on non ABS-equipped units.

Ford Announces Fleet Incentives for Early 2003MY Vehicles

Ford Motor Company recently released the National Fleet Incentive and Special Fleet Account Credit amounts for early 2003 model year vehicles. These models include the Crown Victoria, Grand Marquis, Town Car, Expedition, Navigator and F650/750.

The early 2003 model order banks are open and vehicles are currently in production.

Nissan Introduces 2003MY Lineup, Announces Fleet Incentives

Nissan recently confirmed its model lineup and the tentative Fleet Sales Program for the 2003MY*.

Nissan's sedan model lineup for 2003 continues with the Sentra, Altima and Maxima. Trucks include the Xterra and Pathfinder SUVs, and the Frontier Truck King Cab and Crew Cab models. 

The Quest minivan is being discontinued for the 2003MY. Nissan plans to introduce a fully redesigned 2004MY Quest in late 2003.

Nissan is currently accepting orders for all 2003  models. Lead times are approximately 16 weeks.

NHTSA Issues Rollover Advisory for 15-Passenger Van Drivers

The head of the National Highway Traffic Safety Administration (NHTSA), Jeffrey Runge, M.D., recently issued a cautionary warning to drivers of 15-passenger vans. The advisory stated that, under certain conditions, 15-passenger vans have an increased rollover risk. A similar advisory was issued in 2001.

NHTSA research shows that the risk for rollovers in a 15-passenger van increases dramatically as the number of occupants increases from below five to above ten passengers.  The researchers concluded that 15-passenger vans carrying ten or more occupants are three times more likely to roll over than those that are lightly loaded.

"Because of these risks, it is vital that users of 15-passenger vans be aware of some safety precautions that will significantly reduce the risk," said Dr. Runge.

NHTSA recommends the following:

  • 15-passsenger vans should be operated by experienced drivers ONLY.
  • Seat belts should be worn at all times. Seat belts dramatically increase the chances of survival during a rollover. A study of 15-passenger rollovers during the past decade shows that 92 percent of occupants who wore their safety belts survived the rollover, while only 23 percent of those who did not wear them survived.

XM Satellite Radio Available on All 2003 Cadillacs

For only $9.99 a month, 2003 Cadillac owners will be able to tune into 100 channels of digital-quality sound from coast to coast. GM is offering XM Satellite Radio on the entire 2003 Cadillac model line. In addition, the factory-installed option will be available on 25 other 2003 cars and trucks. The automaker said it expects to expand XM Satellite Radio availability to all other models within the next few years.

XM Satellite Radio offers 71 music channels (more than 30 are commercial-free) and 29 news, sports and talk channels. XM was named 2001 "Product of the Year" by Fortune, and "Invention of the Year" by Time. It also won Popular Science's 2001 "Best of What's New" Grand Award in the electronics category.

All-New 2003 Saab 9-3 Sport Sedan to be Unveiled in May, 9-5 is a Carryover

The Saab 9-5 is a carryover model for 2003

Saab Cars USA, Inc. is gearing up for the introduction of its all-new, fully redesigned 9-3 Sport Sedan, which will replace the existing hatchback/coupe model. The new 2003 9-3 is one of five new models or concepts that Saab will roll out over the next four years.

Scheduled to make its media debut in May, the 2003 9-3 Sport Sedan will offer many of the same safety and performance features already found in the popular 9-5 model.

The 2003 9-5 is a carryover model but it will offer several new features including: new exterior mirrors with auto dimming option; Homelink garage door opener integrated into the rearview mirror; Sentronic automatic transmission with manual override; and two new colors – Graphite Green and Merlot Red.

The all-new 2003 9-3 will be featured in an upcoming issue of the Purchasing News.


2003 FORD CROWN VICTORIA IMPROVED FOR 2003

The Ford Crown Victoria receives a new frame and major upgrades in ride, handling, steering, comfort and safety for 2003. Ford hopes the upgraded features will help to maintain its position as a leading provider for the police and taxi markets.

The Crown Victoria also is a popular vehicle for retail and fleet customers, all of whom will benefit from the major upgrades for 2003, which include a rack-and-pinion steering system, upgraded front and rear suspension and passenger seat weight sensors added to its Personal Safety System™. In addition, Crown Victoria will offer optional side-impact air bags and standard antilock brakes.

The significant changes to the 2003 Crown Victoria will include:

  •       New frame combined with redesigned independent front suspension and new monotube shock absorbers at all four wheels, contributing to a smoother, more controlled ride and improved handling
  •       New variable-ratio rack-and-pinion steering system with variable power assist provides a more precise, smooth and even feel and the turning circle is reduced by nearly one foot
  •       New dual-rate brake booster automatically applies full braking power in a panic stop
  •       New full-perimeter frame with lightweight hydroformed steel sections for the front rails to improve frontal and offset crash performance
  •       Redesigned frame cross members and new optional side impact air bags improve side-impact crash performance

The Crown Victoria engine is the 4.6-liter SOHC V-8, which produces 224 horsepower at 4,800 rpm and 239 pound-feet of torque at 4,900 rpm. It uses an electronically controlled four-speed automatic overdrive transmission. A 2.73:1 axle ratio for good fuel economy is standard and all-speed traction control, which uses the ABS system and throttle intervention to manage wheel spin, is available.

Major contributors to Crown Victoria's safety performance are a robust frame design, which is improved for 2003 with hydroformed front rails with a large crumple zone and Ford Motor Company's Personal Safety System™.

The Personal Safety System includes dual-stage front air bags, which are deployed according to crash severity, safety belt usage and the driver's seat position relative to the steering wheel. The system is equipped with the newest feature, seat-weight sensing, also called Occupant Classification Sensing. The sensor detects if the passenger seat is empty and turns off the passenger air bag accordingly. The Personal Safety System includes buckle-mounted safety belt pretensioners that can tighten the front outboard belts in the first milliseconds of a crash and energy management retractors, which allow some "give" in the safety belt webbing during a serious collision to help reduce the risk of chest injury. Another goal of the Personal Safety System™ is to significantly reduce the number of air bag deployments during lower-severity frontal crashes in which safety belts are able to provide the appropriate level of restraint.

Standard security features include a new valet key, remote keyless entry and a door-mounted keyless entry keypad (except on base models), power windows and door locks and automatic on/off headlamps. All models are fitted with a glow-in-the-dark emergency trunk release handle that enables the trunk to be opened from the inside as well as the SmartLock™ anti-lockout system, which prevents the driver's door from locking if the key is left in the ignition.

Inside the vehicle, seat foams, fabrics, sew styles and headrests have been changed to improve comfort and appearance. The driver's seat travel is increased by an inch and the door trim has been redesigned for a cleaner appearance and better ergonomics.

The vehicle is equipped with such standard features as anti-lock brakes, 16-inch wheels and tires, an electronic AM/FM stereo with cassette tape and single compact disc player, an eight-way power driver's seat, air conditioning and power windows, locks and outside mirrors.

In six-passenger trim, the Crown Victoria offers 111.4 cubic feet of passenger volume. The trunk of the Crown Victoria has 20.6 cubic feet of space. A trunk organizer is available on all models.

The 2003 Crown Victoria will carry a base manufacturers suggested retail price of $24,695. A $600 National Fleet Incentive will be available to all eligible fleet accounts. In addition, a Commercial Fleet Credit (option code 56S) of $546 will be available on the P70 and P72 commercial fleet units.


Lexus Introduces Two All-New Special Edition Models

Lexus will add to the popularity of its RX 300 SUV and award-winning GS 300 performance sedan this spring with the introduction of two new limited-edition models.

Building upon the GS 300's sporty image, the SportDesign package offers additional performance and styling features, while the RX 300 Coach Edition offers Coach Edition leather appointments. The Coach name is synonymous with distinguished leather products and has been featured on several special-edition Lexus products since 1996.

This special edition RX 300 features Coach Edition perforated leather-trimmed seats with Coach-embossed headrests. The Coach name also is carried on front door badging and floor mats.

Other interior highlights include the use of Bird's Eye Maple wood trim on the console, steering wheel and shift knob.

A honeycomb grille, monochromatic cladding and 16-inch alloy wheels with a graphite-polished finish distinguish the exterior of the Coach Edition from the regular production RX 300. The RX 300 Coach Edition comes in Burnished Gold, Crystal White, and an exclusive color for this edition, Graphite Gray.

The limited model RX 300 is offered in two versions. The Coach Edition content may be combined with one of two different existing value package factory options. The MSRP for a Coach Edition Package starts at $2,830. It will arrive at dealerships in April with a limited production of 6,000 units.

Another Lexus special edition model is the GS 300 SportDesign. It receives performance enhancements including a Euro-tuned sport suspension and upgraded 225/60R16 tires and polished alloy wheels.

The exclusive SportDesign model incorporates perforated leather-trimmed seats in either charcoal or black with contrasting piping, a special black-stained burled walnut trim on the shift knob, doors and center console, and a brushed-aluminum console panel. The special edition GS 300 will have SportDesign badging on the front fenders, center console and the scuff plates.

A new exterior color, Graphite Gray Pearl, will be exclusive to the SportDesign; however the model also is available in Black Onyx and Millennium Silver.

Now on sale at Lexus dealerships across the country, approximately 3,300 units of the special edition GS 300 SportDesign will be produced. It is offered in two versions by combining the SportDesign content with the existing Premium Package factory option, or with the Navigation/Mark Levinson Package. Offered in conjunction with the existing Premium Package factory option, the SportDesign option carries an MSRP of $4,050, only $310 above the price for the stand-alone Premium Package.

Program Period: Begins from the time the 2002 MY order banks open through the closing of the 2002 MY order banks.

Revisions: OnStar packages and options were revised on January 1, 2002. All current information is outlined below.

Eligibility: All GM 2002 MY vehicles equipped with factory installed OnStar are eligible for the program, except Saab and Saturn.

Refund/Transfer Criteria: No refunds will be made for units sold prior to the expiration of the purchased service plan. However, the remaining time may be transferred to the next vehicle owner.

Activation Period: OnStar subscriptions start at the time of the vehicle delivery.

Safe & Sound Plan– Includes accident assist, air bag deployment notification, emergency services, MED-NET, online concierge services, roadside assistance, remote door unlock, remote diagnostics and stolen-vehicle tracking.

Directions & Connections Plan – Includes all Safe & Sound benefits plus route support, ride assistance and information/convenience services.

Luxury & Leisure Plan – Includes all Directions & Connections benefits plus personal concierge services.

Commercial Premium Plan – Includes all Directions & Connections benefits except online concierge services. This level of service is available for any eligible vehicle; however, it is not available unless specifically chosen by selecting one of the two appropriate options detailed below (R8U or R8V).

  • A $546 Commercial Fleet Credit is available on selected Crown Victoria models (Commercial Fleet Series P70). This credit is in addition to the $600 National Fleet Incentive. Ordering code (56S) (which will also generate the $600 National Fleet incentive) should be used to obtain this credit.

Fleet Marketing Credit

  • A Fleet Marketing Credit is available on all eligible fleet vehicles, except the F650/F750 Medium Truck. The Fleet Marketing Credit is available in addition to the National Incentive.

When National Retail Customer Cash Incentives exceed the combination of National Fleet Incentives, Commercial Fleet Credits, Early Order Incentives and Special Fleet Account Credits, the Retail Greater than Fleet Program is available. Ford and Lincoln Mercury dealers can claim Retail Greater Than Fleet incentives on behalf of their eligible fleet customers. FIN Requirement

  • A Ford Fleet Identification Number (FIN) is required to qualify for National Fleet Incentives and special fleet credits and adjustments (e.g. Taurus 20F Credit). Fleet accounts may apply for a FIN code by calling 1-800-34-FLEET.
  • Leasing companies, banks, credit unions, other financial institutions and body modification companies are eligible to request national fleet incentives/credits only if the end-user FIN of the vehicle (i.e. lessee/purchaser) has met the fleet eligibility requirements and has received a FIN code. All leasing company and body modifier orders must include their own FIN code and the end-user FIN code. (Requirement applies to units ordered from production OR sold out of stock.)
  • Orders submitted with an end-user FIN code of 9Z999 are not eligible for fleet incentives or marketing credits.
  • A FIN code is required to order from fleet allocation pool.
  • To qualify for a FIN code, an end-user must EITHER:
    • Have registered or leased for use in their operation 5 or more new vehicles (any make or model) during the current or preceding calendar or model year, or preceding 12 month period, OR
    • Currently have a fleet of 15 or more vehicles, owned or leased (any make or model) in the United States, OR
    • Currently have a fleet of 5 or more vehicles, all of which are over 20,000 GVW, owned or leased (any make or model) in the United States (production allocation restricted to F650/750 vehicle line only).

In-Service Requirements

  • The minimum in-service requirement for commercial vehicles is 12 months or 20,000 miles (whichever comes first). Customers acquiring vehicles using FIN codes with or without national fleet incentives are subject to all 2002MY fleet program rules, including in-service requirements.
  • Customers who violate the minimum in-service requirement outlined in this letter (further details on http://www.ford.fleet.com) are subject to cancellation of their FIN code and/or fleet incentive charge-backs.
